Rules for the 2018 Target United Newington Wrap Up Tournament

All games will be played using FIFA rules as adopted by the Connecticut Junior Soccer Association except for changes stated in these tournament rules. Due to extreme costs to clubs: This is a NO Patch Tournament

Game Time
Games will consist of two 25-minute halves with a 2-minute halftime. There will be no stoppage time. Substitutions are unlimited with the Referee's permission according to CJSA and USYSA rules.

Competition Standings and Results Rules
Scoring of tournament points will be three points for a win (including forfeits*) and one point for a tie.

* Forfeits are considered a 4 - 0 victory.

If a tie should exist the following tie-breakers will be used:

1. Head to Head Results. (Head-to-head does not apply if three or more teams are tied)
2. Winner of the Most Games
3. Goal Differential (Goals scored minus goals against, with a maximum of 4 goals per game.)
4. Goals Against (Maxium 4 per game)
5. Goals For (Maximum 4 per game)
6. Kicks from the mark (aka Penalty Kicks. FIFA Rules apply, and will be conducted by the Referee Coordinator and certified referees)

Divisional Bracket results with 4 teams in an A and B bracket will play 2 games Saturday and then 2 games Sunday, with exception of the semi-final winners of the Division Bracket A and B, who will play in a 3rd "Final" game on Sunday. Teams vying for 3rd place through 8th place will just have 4 games vs the 5. If a tie results in the final, then 1st and 2nd place will be based upon Kicks from the Mark. FIFA rules apply and will be conducted by certified referees.

Divisional Bracket results with 5, 6 or 7 teams will be based on Tournament points earned, and awards will be based on that, with the tie breaker hierarchy (shown above) used if the standings result in a tie between teams.

Team Preparation
Teams should be at the playing field 30 minutes prior to the scheduled kickoff of the game. A five (5) minute grace period will be allowed from the scheduled kickoff time for a team to field six (6) players for a U-9, U-10 & U11 teams and nine (9) players for U-12 - U-19. After 5 minutes the game will be declared a forfeit and a 1-0 win for the team that is present. If neither team fields the minimum number of players by the scheduled kickoff, it will be declared a double forfeit and no tournament points will be awarded.

Player and Coach Yellow/Red Card Policy
Any player who receives a red card will not be allowed to play in the teams' next scheduled game. If a person associated with the team, (coach, asst, coach, manager) is sent from the field of play, they will not be allowed to participate in the teams' next scheduled game. Any player receiving two yellow cards in the tournament will not be allowed to participate in their teams' next scheduled game. Any player receiving two red cards during the tournament will be banned from further tournament play.

Bad Weather
Games halted due to bad weather, by the Tournament Director(s), will be official after 1 half of play. In the case of severe weather the Tournament Director(s) may reduce the length of the halves or cancel the game. Unofficial or non-rescheduled games are recorded as a 1-1 tie.

If Thunder and/or Lightning is heard and/or seen. Everyone should seek shelter in their cars until further instruction via email to coaches or their registration team contact from the Tournament staff.

Roster Rules
Team rosters are limited to (U-9-U-10 = 14 players, U-11 -U12 16 players, U13-U-19 = 20 players), which may include up to three (3) guest players. Guest players may not compete with or be listed on more than one team roster. Once the Tournament has started, no changes to the roster will be permitted. Only players listed on a team roster will be permitted to play for that team. If an ineligible player is used, that team shall forfeit all games in which the player has played and the team is subject to disqualification from the Tournament. Any team not ready to play at the scheduled time or which forfeits a game shall not be eligible for any awards.

Any Region 1 team that is accepted into a tournament in Region 1 (other than in New Jersey) does not need Permission to Travel papers. There is a downloadable "E-Form" provided by some state associations that is appropriate "permission form".

Uniform Rules
All teams will bring light and dark jerseys or alternate color pinnies. Goalkeepers will wear a jersey that is different in color from the rest of the team and opposing team.

Home Away Rules
The team listed first on the schedule is the home team. The home team will wear light color shirts and have the choice of benches, the visitor will wear dark color shirts and have the choice of field. Each team is asked to supply a game ball to the referee's, although we should have balls available to play. U-13 and older will use a size 5 ball all other age brackets will use a size 4.

Competition Issues
Any issue not addressed by the Tournament Rules, will be resolved by the Tournament Director(s) and will be binding. All decisions by the referees or the Tournament Director(s) are final. NO PROTESTS WILL BE ACCEPTED

Awards
U-9 and U-10 players will receive Participation Awards. 1st and 2nd Place Trophies and/or medals will be awarded to all other divisions. Awards will be provided 1 hour after the final game in the division is played.

Refund Policy
If a team provides written notification to the Newington Wrap Up Tournament 30 days or more prior to the start of the tournament that they will not be attending, a full refund of the entry fee submitted will be sent to the team that's has withdrawn from the tournament within 60 days of the receipt of notification.

If a team provides written notification to the Newington Wrap Up Tournament 20 to 30 days prior to the start of the tournament that they will not be attending, a 50% refund of the entry fee submitted will be sent to the team that's has withdrawn from the tournament within 60 days of the receipt of notification.

If a team provides written notification to the Newington Wrap Up Tournament less than 20 days prior to the start of the tournament that they will not be attending, no refund will be given.

If due to conditions beyond the control of the Newington Wrap Up Tournament organizing committee, (i.e. adverse weather, field conditions, etc.) require the tournament to be shortened in length or its format be modified, no refund of the entry fee will be provided.

If due to conditions beyond the control of the Newington Wrap Up Tournament organizing committee, (i.e. adverse weather, field conditions, etc.), require the tournament to be canceled in its entirety, a refund of 50% of the entry fee submitted will be sent within 60 days of the scheduled conclusion of the tournament.
